Part-time transport managers will be scrutinised under new guidelines.

SENIOR TRAFFIC Commissioner Philip Brown has announced new industry guidance which will pile on the pressure for part-time transport managers to prove they are carrying out their role effectively.

The announcement comes as the result of a consultative document circulated earlier this year by Traffic Commissioners (TCs) to representatives of the road haulage industry (CM 27 March). TCs are concerned that the crucial role played by transport managers can be compromised if they become responsible for more than one operator's licence.

Brown says the concerns expressed by TCs were echoed by respondents. The majority recognised the potential for abuse through the failure of transport managers to properly carry out their duties. One association apparently stated that the use of "contracted" transport managers should be seen very much as a last resort. Another suggested dis couraging the nomination of one person on more than one licence as a CPC holder.

Brown says: "It is important to ensure that transport managers can discharge their statutory requirements for having continuous and effective responsibility." Alec Hayden. managing director for transport consultancy Trans-Consult, says he deplores the activity of "cowboy figurehead transport managers" who appear on numerous 0-licences. However, he says the TCs have failed to take into consideration the views of small hauliers. lie adds: -Is this really the best they can come up with after six months?"
