Which of the following most accurately describes the problem?

rlswitch application by S. Prothero and Son Ltd., of Porthcawl, was granted in Cardiff on Wednesday by Mr. R. Jackson, the South Wales Licensing Authority.

When the company started business in 1926 the bulk of the work was confined to buying and selling gravel, but this work has decreased steadily and road haulage was now the main part of thebusiness. Mr. C. Prothero, secretary and director, said the company's work for Sir Robert McAlpine and Sons Ltd. accounted for three-quarters of the total business and he was asking for greater flexibility in the fleet. The application related to 14 tippers and Mr. Prothero said that the company had three vehicles on contract with McAlpine and three with the Steel Co. of Wales, and if one broke down a replacement was not allowed under the present licence.
