Which of the following most accurately describes the problem?

KNOWN as the Zenith Tachygraph, a Swiss recording instrument will be marketed in this country from January by W. and J. Foster Ltd. The instrument dial shows speed, mileage and time, while a paper recording disc records the vehicle's stopping and running times and the distance travelled at particular times. Operating on a 24-hour cycle the instrument caters for two changes of driver during the cycle and the driver's number is shown on the dial. It also indicates when the vehicle is held up in stop-start traffic queues.

It is claimed that the instrument can be connected to the gearbox through an adaptor in less than an hour and that it can be installed in the cab in about 15 min.
