THE appointment of a senior Civil Servant

be the Government's financial and manageria overlord in the new transport set-up in Norther Ireland is expected to be announced shortly.

This is believed to represent a change ii Government policy and is likely to arouse contra versy within the UTA and the unions representin its employees. First trade union reactions wer that this might jeopardize the advanced negotia tions now being undertaken as a preliminary a the setting up of the new companies to administe road and rail transport.

The new overlord will be Mr. John F. Irvine, a assistant secretary at the Ministry of Develop ment, who has been closely concerned in thes negotiations. He is expected to take up his dutie early next month.
