VESTERDAY, Lord Hurcomb, chair.1 man, British Transport Comt;nission, Jffic laity opened the Road Haulage Executive staff college at the Grove, Watford. The main purpose of the cellege, at which courses started on February 26, is to assist the Executive with its promotion-from-within policy.

All staff members promoted to, Of promoted within, the managerial and aipervisory grades at Groups and depots, will attend a course at the college as part of the training for their new duties. Refresher courses for those in appointments will also be held. Ind it is proposed to hold special conferences from time to time.

Before these promotion courses commence, a series of one-week courses is in progress for managers and supervisors already holding staff appointments, Each of these preliminary courses takes the form of a five-day conference, the visiting staff being divided into four groups of 12, there being, at the moment, " hotel " accommodation for 48 visitors.

College Aftendance Nearly 500 of the senior staff of the Executive have attended the confercrices the objectives of which are (a) to permit managers and superintendents from all divisions to discuss their common problems and to compare notes; (b) to discuss the implementation A the Executive's policy as detailed in the Management Manual and (c) to near statements of Executive policy.

The subjects which are dealt with include accounts, vehicle operation, cngineering procedure from an admini;tration angle, customer relations, managerial duties and responsibilities, integration and so on. A strict timetable is observed, and six hours are taken up each day in conferences and discussion.

The one-week courses now in progess start on a Monday and finish at noon on the following Friday. During heir stay at the college, which, incidentally, is a mansion of the Queen

Anne period, the visiting staff enjoys such amenities as are to be found at only the best hotels. At the moment twoand four-bedroom accommodation is available for 48 visitors. During the " off conference" periods, relaxation can be found in the bar, clubroom, in the sumptuously furnished lounge, or watching the television screen.

"The Commercial Motor" understands that negotiations are going forward for visitors to be given facilities to use the West Hens golf club during their stay at the college.

During the war, the mansion was taken over by the L.M.S. railway company and became the war-time Euston. It is now being rented from British Railways by the British Transport Commission which, in turn, is leasing it to the R.H.E. "The Commercial Motor" failed to obtain any information relative to the sum expended by the Executive in converting the mansion.

NEW I.O.T. PRESIDENT

UPON the retirement of Mr. J. S. %) Wills on October 1 from the presidency of the Institute of Transport, this position will be filled by Mr. A. R. B. Valentine, who has been elected by the council of the Institute. He is the member of the London Transport Executive responsible for operation and commercial matters, and was Mr. Pick's personal assistant when the London Passenger Transport Board was formed.

Mr. Valentine was elected to the council of the institute in 1943 and served until 1946. He is the fifth president to be elected from London Transport and its predecessors.

Exports of commercial vehicles, including chassis and vehicles, during April were 13,014, compared with a monthly average of 11,342 in the first quarter.
