Which of the following most accurately describes the problem?

AN AGREEMENT on the allocation of the 1977/78 bus grant settlement of £48.8million has been arrived at between the Transport Department and the New Bus Grant Working Party. Nationalised operators will receive just over 40 per cent of the bus grant cash, while it is reported that the Passenger Transport Executives will get just under 40 per cent. Local. authority operators will get 12 per cent, and independent operators six per cent.

These figures were arrived at by placing a nominal value, 'regardless of age, on doubledeckers, heavy and light single deckers, and minibuses, at present operated by each of the four types of operator.

The DTp carried out a survey based on questionnaires to major operators and existing statistics for independent operators.

The actual allocation was then agreed upon by the New Bus Grant Working Party of the Confederation of British Road Passenger Transport (CPT) — then submitted to the DTp and agreed by it.

The independent sector of the CPT has agreed that the grant should be paid to its members on the basis of one vehicle per 20,000 miles of stage carriage operations over the 12 years ending in 1980.
