Which of the following most accurately describes the problem?

to scotch rumours that the M25 widening scheme at Heathrow is a priority and will survive next month's roads review. Press reports claim that "officials close to (Deputy Prime Minister) John Prescott say it is inconceivable that the M25 project would be dropped". But a DOT spokesman says that supporters of the scheme to widen the busiest stretch of the M25 to five lanes in each direction "will have to wait and see, the same as the rest of the roads programme".
