n his foreword to the guide, blished by the National Counfor Voluntary Organisations,
• Fowler emphasised the Govnment's concern over the rious decline in rural bus ser:es and describes the way the 80 Transport Ackt has proJed an opportunity for im)vement by "creating a cliite in which a wide range of nsport schemes can take root I flourish".
Mr Fowler said he firmly beved local people should be • ectly involved in finding soluns to their own transport oblems.
