Which of the following most accurately describes the problem?

I N a lecture to the London Division,

Industrial Transport Association, Dek Chief Supt. Mannings, New Scotland Yard, revealed that 4,000 commercial vehicles and 30,000 private cars were stolen every year in this country. The Vehicle Observer Corps was most valuable to the police, went on Mr. Mannings, as they can do so much to trace stolen vehicles before thies have lime to transfer cargo. Mr. Mannings outlined the following simple precautions to beat the lorry thief: fit an immobilizer and test it frequently; erase lock numbers from ignition switches; padlock steering wheel if nothing else can be done; fit bolts inside cab doors and do not stop if hailed on the road, unless by the police; employ only drivers whose honesty has been checked as far as possible; check on references over past years, not months; ensure that driving licence, insurance cards and income tax forms are genuine; when selling vehicles, erase all names and addresses of original owners; get the co-operation of your local police; and, finally, "group" watchmen employed by 'your neighbours and business acquaintances and arrange them to telephone each other at prescribed intervals. If no. answer is received, contact the police immediately.
