A NEW application for an 0 licence, by Peter Harker, of Guisborough, opposed by the Borough of Langbaurgh, was adjourned last week by the Northern LA at Billingham until March 4.

Mr Harker, a general dealer with one vehicle, said he bought the lorry 12 months before, and had operated it without a licence until stopped by the police, followed by conviction and a fine of EDI Mr B. J. Foster, the LA said that apart from the question of whether a licence ought to be granted at all, at the next hearing he would then expect full information concerning finance, whether Mr Harker fully understood the law, and what steps had been taken towards making proper parking arrangements.

No interim licence would be granted and vehicle operation must cease.

Mr Harker had told the LA he made the application immediately after the conviction and had continued to use the vehicle.

Because of complaints about parking the vehicle outside his dwelling-house he was now seeking a site off the road; maintenance would be carried out by a Whitby garage.

Mr J. W. Fernley, for the local authority, said the application was opposed on two grounds: lack of a proper operating centre and the parking of the vehicle.

The applicant seemed to have a very vague knowledge of what was required.

The council officer, responsible for checking applications, had been unable to contact him at the address given and a letter sent had been returned marked "not known".
