A Direction from the Senior TC that was designed to streamline 0-iicence paperwork has stirred up a hornet's nest. Chris Tindall reports.
TRANSPORT LAWYERS and consultants in the haulage industry are lining up to condemn guidance provided by the Senior Traffic Commissioner as dangerous and unlawful.
Practice Direction No5 was issued by Philip Brown late last year, seemingly in an effort to ensure 0-licence documents were posted direct to operators from the Traffic Area Offices.
However, transport consultants say operators are now receiving applications through the post that they are unable to deal with.
"We were aware of the ramifications immediately," says Gill Ward, for Ward International Consulting. "In its present form it can't work; the client doesn't often copy me in."
Lawyers are angry that the direction is ultra viresbeyond the TCs' power. One, Robert Locke, says: "Operators are being del uged with paperwork they don't want to deal with. A hornet's nest has been stirred up."
