Which of the following most accurately describes the problem?

VOSA IS TO consult on its decision to close all its regional Traffic Area Offices from March 2006 and introduce a single UK-wideTraffic Area. This follows angry claims from unions and staff that they had been presented with a fait accompli.

A spokeswoman for the Public and Commercial Services Union (PCSU) says: "Concerns about non-consultation has led VOSA to change its rhetoric. Consultation is now their only line."

The PCSL.; fears the closure of offices would lead to compulsory redundancies:" VOSA has not taken into consideration social economic factors. It has not explored what the redeployment opportunities are if they want to close offices."

The PCSU says VOSA plans to place nine staff in the Traffic Area Office regions, to be the "eyes and cars" in the regions. "This suggests that regional presences are necessary." adds the spokeswoman.
