Which of the following most accurately describes the problem?

• Dr Gunther Kraus, EEC Commission director responsible for transport policy, and having a special brief concerning Britain's entry into the Common Market, will be opening Commercial Motor's 1972 Fleet Management Conference. The event is on September 21 in London and Dr Kraus's agreement to perform the opening ceremony is especially appropriate since the programme, on this eve-of-entry occasion, includes a paper on freight transport in Europe.

Before becoming one of the EEC Commission's transport directors, Dr Kraus held a number of important posts in the West German transport world. He is a fluent English speaker.

Bookings for the CM Conference are nearing the 500 limit, but there are still a few seats. Reservations may be made on the accompanying form, which should be sent to the address shown, and not to Commercial Motor.

Guidance on choosing the financially most advantageous time for replacing vehicles will be given in the first conference session, in a paper devoted to vehicle replacement policy, and this will be followed by a session on VAT aimed mainly at explaining to delegates how their internal administration and accounting needs to be altered to cope with this new universal tax system.

An entirely new method of vehicle selection, using the computer, will be the subject of a presentation by two Cummins speakers — one from the USA — who will explain how the new methods are relevant to British fleets. What is it like to run' a freight business on the Continent? Many of the answers will be provided in a paper by Herbert Bress, from Dusseldorf — and there will be a showing of the new 27-minute Shell film on transport in Europe today.

The final business session will be conducted by Alex Kitson, of TGWU, and Jack Mather, of BRSL, taking a constructive look at labour relations in road transport.
