Which of the following most accurately describes the problem?

• Bollards are to be placed in Cuckoo Hill (Harrow) and Eastcote High Road (Hillingdon) "to stop large lorries using these two high-class residential roads," says the GLC.

Authorization to put up bollards or similar obstructions has been given by the West Area Board of the GLC's environmental planning committee to Harrow and Hillingdon borough councils, who asked that vehicles more than 6f1 6in. wide be prohibited from entering the two roads which, as well as being residential, are winding and rather narrow.

Their request follows a petition signed by 341 residents of Cuckoo Hill and Eastcote High Road expressing concern at the loss of amenity caused by their roads being turned into "a main traffic route for heavy transport". The restrictions will be introduced on an experimental basis to see what effect they have on Joel Street, which the diverted .heavy vehicles may use as an alternative route.
