Generally all vehicles used on public roads must comply in all respects with requirements of the Motor Vehicles (Con struction and Use) Regulations 1966 as amended. For the purposes of these regulations vehicles are put into different categories or classes by Section 253 of the Road Traffic Act 1960 and it seems that your Scammell 4x6 will be classified as a "locomotive". The brakes fitted to locomotives must comply with Regulations 35 and 36 of the C and U Regulations. Without full details of the vehicle it is impossible to say whether or not the brakes comply with these requirements.

The "new braking regulations" do not apply to locomotives.

Although the Scammell tractor is capable of 35 mph, the Road Traffic Regulations Act 1967 restricts locomotives to a maximum speed of 20 mph.

The Scammell tractor is a "heavy goods vehicle" for licensing purposes, therefore you will eventually be required to have an h.g.v. driver's licence. However, if you can satisfy the Licensing Authority that you have had a total period of six months' h.g.v. driving experience on the Scammell and articulated vehicles in the year preceding the start of the scheme you will be able to claim an h.g.v. driver's licence without taking a test. Without this experience you will be required to pass the h.g.v, driving test.
