Which of the following most accurately describes the problem?

• A Nottinghamshire operator unsuccessfully applied to the North Western Traffic Commissioners in Manchester on Monday for a new setting-down point at a St. Anne's-on-Sea private hotel to accommodate inclusive holiday passengers travelling via its regular express service.

For Barton Transport Ltd., Chilwell, Notts, Mr. R. S. Whitby said it wished to set down passengers in the forecourt of the Craigavon Hotel, St. Anne's, to eliminate a 200yd walk from the existing stopping place at Wood Street. Express service passengers would still use the latter halt. Contract parties had been taken previously to the 'Craigavon' and the forthcoming season would be the second that the company had offered eight-day inclusive holidays which it was authorized to operate every Saturday. Special dispensation had been granted at Christmas to allow the use of the forecourt which proved the feasibility of the operation, he submitted.

Chief Inspector P. Metcalfe, Lancashire Constabulary, said his objection had been made on the assumption that the vehicles would be stopping on the highway, in Clifton Drive South,but he felt it would equally apply to the forecourt stop because of the increasing traffic congestion.

The Commissioners said it would create a very dangerous precedent if they started granting picking-up and setting-down points at all the small hotels which drew guests from all over the country.
