Misdeclaration Penalty for VAT should be reduced from 15% of the amount underpaid to 5%, says the National Chamber of Trade. In a submission to Customs and Excise, the chamber claims many small traders are penalised for innocent mistakes due to the VAT System's complexity.

• GKN Chep's pallet service has altered its European rates to introduce a standard charge for de-hiring in the UK or abroad. Pallets hired in the UK can now be left at 10,000 sites in Germany, Spain, the Netherlands, Belgium or France. Repatriation costs will be covered by Chep.
