The row started with a letter sent by the Henley group of parishes to the DoE asking it to help Oxfordshire in its efforts to sustain public transport. The DoE replied to this that Oxfordshire had turned down a chance to bid for more money to pay out in subsidy.

Angered when shown this reply, Brig Streatfeild wrote to the DoE calling this suggestion "totally irresponsible" at a time when another part of the Department was "exhorting, indeed forcing the county council to cut back on highly desirable expenditure."

Said the brigadier: "We believe that indiscriminate subsidy is not the answer. This reply to the Henley group is hardly the sort of thing which is likely to encourage local groups who have so far shown a lively interest in the future of public transport."
