Which of the following most accurately describes the problem?

ROSPECTS for British heavy commercial vehicles in South Africa were never better. All that we needed now was the backing of our own government.

Mr. Peter M. Yates, managing director of Atkinson Vehicles Ltd., Preston, had this to say last week on his return from a visit to South Africa, Rhodesia and Portugal.

Portugal also offered good prospects, said Mr. Yates. He added that he had brought back from Portugal orders for vehicles which anticipated the new regulations.
