Which of the following most accurately describes the problem?

Wordie and Co., Ltd., Glasgow, received a set-back when it applied, last week, to the Northern Scotland Licensing Authority for the "transfer" of the licence held by Mr. James Martin (Kirriemuir Carrier Service), 20, Reform Street, Kirriemuir, Mr. Martin stated that, although the business carried two A licences and a B licence, the A licences were granted on condition that he confined his activities to Angus county, with occasional runs to Edinburgh, Leith and Glasgow. On behalf of the applicant, Mr. John A. Stewart submitted that, if the continuation were granted, no such restrictions should be applied to the licences.

The Authority pointed out that, having stated that the normal use of the vehicles would be in Kirriemuir, and to and from all parts of Great Britain, as required, the Wordie concern must prove need for such an extension. It was a change of business and must be refused.

The case was adjourned.
