Which of the following most accurately describes the problem?

• Haulage contractors at Bedlington. Northumberland, are so short of work that one haulage company has about four lorries standing idle every day. Mr. John Hanlon, Northern LA, heard at Newcastle upon Tyne last Friday.

He was told this by Mr. T. James, a director of T. James (Bedlington) Ltd., objecting to an application by Mrs. J. Fairbairn for a B licence to carry coal, sand, gravel, and road-making materials within 50 miles of Bedlington.

The LA refused the application after hearing the evidence of Mr. James who said there was such a shortage of work that he and other local hauliers had lorries standing idle every day.

Mr. C. N. Fairbairn. representing his wife, said she had scrapped a C-licensed vehicle which had been used for delivering sea coal, and required the B licence for a tipper to be used for haulage.

He said two companies had already told them that they could make use of the tippers.

Mr. Hanlon said there was no evidence from these two companies or figures relating to the C-licensed work.
