Which of the following most accurately describes the problem?

• Information from a motorist who reported seeing parcels being unloaded from a vehicle belonging to National Carriers Ltd. into two private cars in a quiet road at Swindon village, near Cheltenham, led to one NCL employee receiving a one-year jail sentence and 15 others receiving suspended six-month jail sentences, with fines totalling £564 at Gloucester City magistrates' court last Friday.

Mr. Keith Scott, prosecuting, said the men were based at the British Railways goods yard at Gloucester. Police investigations uncovered a series of crimes which had been committed over a period of two years. Drivers had been smuggling stolen property out of the yard to be collected later by colleagues. One defendant walked out of the depot wearing a stolen suit under his overalls; another defendant admitted selecting mail order parcels because labels attached to them revealed what they contained.
