Which of the following most accurately describes the problem?

• A penny increase on all fares was introduced by Cumberland Motor Services Ltd. yesterday, following a successful application to the Northern Traffic Commissioners in Carlisle last week.

The Chairman of the Commissioners, Mr. J. A. T. Hanlon, in granting the increase said: "We are satisfied the company has no control over cost increases and that the proposed increases are not unreasonable. We have great sympathy with passengers who have to face them."

Mr. Donald Johnson, secretary of Cumberland Motor Services, told the hearing that the company would face cost increases of just under E80,000 a year in 1970. He added that without the fare increase the return in that year would only be 3+ per cent."

Mr. J. L R. Croft, appearing on the company's behalf, warned that a restriction in drivers' working hours will soon be introduced by the Government. He said that this might mean further increases in the future,

Mr. Eric Lyon, for Whitehaven Borough Council, objected to the increase.

He said that the company were -drifting into the situation where they are coming to regard the fruits of these annual applications as part of their regular income."
