Which of the following most accurately describes the problem?

VIDENCE about the lack of demand 1.--0 for coal and coke was given by British Railways at Sheffield, last week, when Bowles Bros., Park Station, Sheffield, applied to increase the radius of a two-vehicle B licence from seven to 12 miles for carrying coal and coke.

Bowles claimed that the railways were unable to deliver promptly for Burnett and Hallamshire, foal factors, from Manvers Main Colliery nine miles away. The factors said they wanted to employ Bowles in emergencies, but they would be required to go outside their existing radius.

For British Railways it was stated that in January, 1957, they carried 51,000 tons from Manvers Main, but in the same month this year the total was only 19,000 tons. This drop was entirely due to lack of demand.

Mr. T. B. Atkinson, for the railways, said this was a staggering picture. Mr. J. H. A. Randolph, Yorkshire Deputy Licensing Authority, refused the application, remarking that the railways' evidence was a complete answer to the 'case.
