NON-SPECIFIC operator licence discs proposed by the Department of Transport would be a cowboys' charter, Road Haulage Association vice-chairman Roy Bowles said last week.

In a speech to RHA members in Torquay, he said: "Cowboys would think nothing of swapping discs among themselves and they would easily be able to increase their overall number of discs by obtaining replacements for so-called 'lost' discs.

"Discs without registration numbers could also be a security risk, as they would be attractive to unscrupulous hauliers who operate illegally marked vehicles without licences."

He was also very critical of the Department of Transport's plan to increase the scale of charges for the 0-licensing system.
