Which of the following most accurately describes the problem?

TRANSPORT Minister Lynda Chalker has protested strongly to the Swiss Government about the planned commercial vehicle tax which will be levied from next year on foreign vehicles entering the country.

In a letter to her Swiss counterpart, Mr Schlumpf, she urged him to reconsider the controversial proposal which has already drawn angry reactions from the Road Haulage Association and the International Road Transport Union.

In particular, Mrs Chalker asked him to take all possible steps to ensure that the change will not lead to borders.

Under the Swiss proposals, lorries of up to 11 tonnes will pay SFr500 (£500), 11 to 16-tonners will pay SFr1,500 (£450), 16 to 19-tonners will pay SFr2,000 (£600), and those over 19 tonnes will pay SFr3,000 (£900).
