Which of the following most accurately describes the problem?

THE GREATER LONDON COUNCIL is claiming that London is going to be hardest hit by the withdrawal of the new bus grant, due to its extra-tough operating conditions.

It has estimated that the decision to axe the 50 per cent grant towards the price of a new bus will cost London more than £8m a year unless the money is paid out in some her way.

Chairman of the GLC's London Transport Committee Dr Gordon Taylor commented: "We were Warned by the previous government that the new bus grant was to end. Now this has been confirmed it is vital that London's general transport grant is incrensed to allow its bus fleet to be re-equipped through the 1980s with modern buses.
