Which of the following most accurately describes the problem?

THE Transport Tribunal has allowed an appeal by Road Services (Caledonian) Ltd., Dumfries, against a decision by the Scottish LA (CM, November 3). The LA had granted a licence to Blue Band Motors Ltd., Lockerbie, which permitted it to carry goods in the luggage compartment of a public service vehicle which operates an express service between Lockerbie and Glasgow.

The Tribunal took the view that while Blue Band had made out a case for an increase in its fleet of goods vehicles, no such case had been made out for an extension of the scope of activities of its p.s.v. The Tribunal pointed out that to grant the licence would enable Blue Band to substitute a p.s.v. for a goods vehicle on this licence at some future date.
