Which of the following most accurately describes the problem?

ONE VEHICLE has been removed for one month from the licence of Murdo MacDonald who operates two tippers on the Island of Lismore, off the island of Mull, Argyll.

The Scottish deputy LA was told last week that two examiners had travelled to Mull but had failed to find the two vehicles. However, one other vehicle operated by Mr MacDonald in Glasgow was found and an immediate GV9 imposed for a steering defect.

The Glasgow examiner said that the vehicle he inspected had only covered 120 miles since its previous inspection and he argued that to arrive at this condition after such a short time indicated very poor maintenance.

The deputy LA, Mr H. R. Aylmer, said he would not do anything about the Mull vehicles until they had been inspected. Apart from the curtailment he decided to take no action on an application for an increase of three vehicles.
