Which of the following most accurately describes the problem?

• New regulations to govern and standardize and simplify the rules about the parking of unlit vehicles are to come into force after April 30.

Cars, motorcycles and goods vehicles under 30cwt unladen weight will be able to park without lights on any road provided that the road is subject to a speed limit of 30 mph or less, no part of the vehicle is within 15 yards of a road junction and the vehicle is parked close to the kerb and parallel to it and, except in one-way streets, with its nearside to the kerb.

Goods vehicles weighing 30ewt or more unladen and passenger vehicles with capacity to carry more than eight passengers must keep their lights on at night when parked on roads. At present goods vehicles under 2 tons unladen are exempt but the Minister for Transport Industries, Mr John Peyton, has accepted representations that the weight for lit parking and that for goods vehicle plating should be the same.

Until April 30 drivers must comply with the lighting requirements at present in force for the area in which they are parking.
