Which of the following most accurately describes the problem?

• A system of differential taxation whicl would lead to heavy lorries using roads a night, and so reduce daytime congestion was suggested in a report which has gon; before Norwich planning committee.

Now City Hall are to discuss their idea with the Road Haulage and Freigh Transport Associations. The aims of till proposals is to relieve the major routes o their heavy commercial traffic during bus: times, says the report, by Mr Desmom Elliott, the acting city planning officer Ultimately if the scheme is successful i would cover the whole country, but in th, initial stages Mr Elliott thinks it mor sensible to think of a smaller area. II; confining the lorries' use of the major roal network to certain times of the day botl congestion and driver frustration would b reduced.

However, vehicle operators would nee, some form of incentive to encourage ther to work at off-peak times and this suggest some form of differential taxation. Thii suggests the report, would mean operator having to pay more to run during the bus times or less during the quiet times.

A lower limit of 3 tons is suggested i the report, and as a start the scheme coul perhaps initially include large articulate and rigid vehicles.

The idea of using lorries by night ha been suggested at an earlier meeting by IV Russell Grimmer. Welcoming the repor he said the extra payments which wei likely for drivers working night houi would be offset by speedier journeys.
