Which of the following most accurately describes the problem?

MORE than 100,000 provincial company businen will have to wait until July 1 for their wage increase, employers decided this week_ They had agreed with six unions involved to pay the rises from the beginning of this month but later bowed to the wishes of the Minister of Labour to delay them until the "severe restraint" period ends.

After a meeting of the National Council for the Omnibus Industry in London it was said that the Minister thought that earlier payment of the increase would not be in accordance with the severe restraint criteria.

The employers had agreed to a general 3t per cent rise after the unions threatened to stage a series of one-day national strikes.

There was no suggestion this week that the strike threat may be revived but the unions pointed out that the companies may not get complete co-operation on the joint agreement to improve efficiency and eliminate restrictive practices until after July 1.
