Which of the following most accurately describes the problem?

• The Operator's Licence held by Coventry-based Gean Singh has been suspended by West Midland Traffic Commissioner John Mervyn Pugh, and he has disqualified Singh from holding a LGV driving licence for five weeks.

Singh, of Exhall holds an 0licence for eight vehicles.

The TC said a vehicle examiner had reported the vehicles were only being operated on site, and that Singh had maintained that they travelled to and from the site by low-loader.

If none of the vehicles was being operated on the road, the question was whether Singh needed an 0.1icence. Singh admitted they were not fit to go on the road.

Singh said that if the licence was revoked, his future would be ruined. He hoped to have one or 'two vehicles back on the road by next month, Questioned about convictions for VED offences in 1992, Singh said he was paying off the fines and back duty. He admitted his vehicles were not taxed at present.

Mervyn Pugh said the pa .ment of fines by instalments suggested that he could not afford to pay the amount.

Suspending the 0-licence, the commissioner said that before the suspension was lifted he would need to be satisfied that all the fines and back duty had been paid, all the vehicles were properly taxed and they had all just Questioned about VED offences. passed a fresh annual vehicle test.

Mervyn Pugh said Singh had been convicted of using a vehicle with a defective tyre in August 1992, and disqualified from driving for six months. Singh had since been convicted of two offences of using a vehicle without insurance and one of causing and permitting a driver to drive a vehicle when not the holder of the appropriate licence.

He was disqualifying Singh from holding an LGV licence for five weeks because of these very serious offences. If Singh committed any further offences it could be that his LGV driving entitlement might well cease.
