IN A written reply in the House of Commons, Transport Under-Secretary John Horam has said that proposed regulations affecting the roof strengths, roof emergency hatches and seat arrangements of coaches have been formally included in the 1958 Geneva Agreement at ECE Regulation No. 36.

Research into roof collapse on coaches will continue here and abroad and results will be submitted to the EEC/UN for revising provisions in the regulations.

Proposals for new regulations regarding the strength of seats and their energy absorbing capabilities and their ability to retain passengers are also under discussion.

Research into the practicability of fitting seat belts for drivers and passengers who occupy seats not set behind energy absorbing structures is also taking place.

This year, regulations will also be introduced to lay down standards of professional competence, including knowledge of vehicle maintenance and road safety regulations, for all licensed operators of public passenger transport services.
