Which of the following most accurately describes the problem?

AT a meeting in London last -week, the Traders Road Transport Association reiterated its support for an official Government plating scheme and the annual testing of goods vehicles. The Association laid emphasis on the ratio between the relatively small number of poorly maintained vehicles which gobbled up editorial space in the Press until stories about them were bloated, and the much larger majority of properly maintained vehicles which seldom got through to the general public because there was nothing sinister about them.

By going all out for annual testing and an official plating scheme, the T.R.T.A. sees the opportunity to show the public how good the majority of vehicles are and at the same time to bring about effective enforcement that will rid the industry of irresponsible operators.
