Is Trade associations have called for Mayor of London Ken Livingstone to exempt cleaner trucks from his controversial congestion charging plans.

The Confederation of British Industry al), the Society of Motor Manufacturers and Traders (SWINT) and the Freight Transport Association (FM) have all urged Livingstone to make concessions for Euro-3 vehicles in his proposals.

The consultation period for the scheme closed last week, and the Indus try has already delivered a resounding no to the plans as they stand.

FM regional director John Guttridge says: "There is no alternative for commercial vehicles—you won't see much freight on the tube. If the mayor feels that a CV exemption is impossible, why does tie not offer a concession to Euro-3 vehicles?

"Our members have said that they will have no option but to pass on the congestion charge to their customers," Guttridge adds. Paul Everitt, SMMT's head of policy, says: The mayor has proposed discounts for gas vehicles, but in reality there are very few on the road. Gas has limitations, and the cost is very high. Euro-3 is the best environmental standard available, and as Euro-4 becomes available the discount could be shifted."

Jane Calvert-Lee, director of CBI London, adds: "London cannot function without commercial journeys by road. The charge will add to the cost of doing business in London."
