Which of the following most accurately describes the problem?

Last year the VI placed greater emphasis on drivers' hours and records offences (having focused primarily on overloading in previous years) on the grounds that "driver fatigue is a major cause, or contributory cause of collisions". It says it has not only increased staff resources to combat drivers' hours offences but also invested "significant effort in large and complex investigations." In its latest report under the heading 'Special Investigations" the VI lists examples of major drivers' hours cases it has successfully prosecuted resulting in major fines and even 0-licence revocation.

Tacho/records and drivers' hours remains one and two respectively in the top 10 l-IGV offences for 2000/2001.
