THE HEALTH and Safety Co mission has invited commel on a proposal for a system classifying and labelling all i plosives along lines similar the Hazchem scheme.

Under the proposed regu tions, no explosives could transported or stored in 1 United Kingdom unless th have been classified, issued w appropriate licences, al labelled as necessary.
