Which of the following most accurately describes the problem?

BUS AND CAR — the American-owned Belgian bodybuilder whose plans to enter the British market were exclusively reported in CM, January 10 — is expected to re-open its factory soon after a closure which has lasted since before Christmas. The company closed its doors after a row with Continental Trailways, its American customer which has reportedly refused to pay for vehicles already delivered.

Although Continental Trailways have taken all the output from the Bruges factory until recently and still have three years of a contract to buy Bus and Car vehicles still to run, it has apparently been trying to set up its own plant.
