Which of the following most accurately describes the problem?

TRUCK DRIVERS are to be issued with high-tech -biometric" identity cards in a bid to combat terrorism. The cards will be issued by the Port of Felixstowe from July; they are due to become mandatory by the end of the year.

Biometric cards are far more sophisticated than photo-based cards — they use fingerprints, hand measurements or retina scans to confirm the bearer's identity.

Felixstowe is the UK's biggest container port. Drivers delivering there will have their photos and hand measurements taken before being issued with their free cards.

Tony Allen, chairman of the Road Haulage Association secu rity committee, says this is a first for the UK but biometric cards are already in use in Rotterdam:"Issuing them will be a major undertakMg, bearing in mind it will involve drivers from all over the country. But as far as I'm concerned it's a worthwhile investment in time and money."

Paul Davey, corporate affairs manager at Felixstowe, says biometric cards will probably be issued at Harwich International and Thamesport which are owned by the same company, Hutchison Ports (UK). "There will be a charge for any replacement cards but we don't know what that will be yet," he adds.
