Which of the following most accurately describes the problem?

much harder, says specialist nanufacturer J. N. Blair of Market iarborough, Leics.

The locks have been specially designed to nake entry to a container or vehicle very lifficult and replacement of the seal virtually mpossible.

Top of the range is the 'Cone Loc Seal', a .e-usable lock with a disposable aluminium lag attached to a length of high-strength teel cable. The strands of this cable press into he metal of the flag, spreading it outwards, and secures the aluminium to the cable, which is difficult to cut except with the special tool provided to recover the lock. Another device, the Cable Loc, also uses high-strength steel cable which passes through the body of the lock and allows movement in one direction only. If tampered with, the lock becomes tighter.

Early recognition of the break-in can aid detection and protect the remaining cargo, which is often damaged in transit due to movement when only part of the consignment has been removed by thieves.
