Which of the following most accurately describes the problem?

IN AN effort to combat acute staff shortages, London Transport has introduced a "double-your-money" recruitment bonus.

A bonus of 000 will be paid to any staff member who introduces either drivers or trainee mechanics, especially at depots where there are severe shortages. Any staff member who nominates a new eimployee will get £20 after the nominee has completed one month's service. If the nominee completes a full year's service he gets a further £80. The standard bonus of E10 and a subsequent £40 after a year will continue to be paid to those who nominate new members for positions at garages where shortages z less acute.

According to Mr E. Den sey, recruitment officer LT, recruitment has been.] creasingly difficult during t past six months. He said tt the first bonus scheme w moderately successful but h tailed off. LT needs 700 n4 employees at its garages the end of the year.
