Which of the following most accurately describes the problem?

INCREASED Mersey Tunnel tolls have been approved by Merseyside County Council's Highways and Tunnels Committee. The increase of 20 per cent means that heavy vehicles will pay 70p instead of 60p.

The committee warned that there could be a series of small toll increases every one or two years and these could bring tolls up to £1.35 by 1995.

It approved the present increase despite a plea by Councillor Hugh Carr to stop "flogging the motorist."

He said the rise in toils should be deferred until the newly formed Cross-River Consortium had talks with the Government over financing of tunnel crossings.

Councillor Bill Wiseman also wanted the toll charges frozen until after the Government talks.
