Which of the following most accurately describes the problem?

THERE are departments of commercial life which do not call for service, . but they are very few. It is at least certain that the business• of haulage contracting is not one of them. Service is indeed the first essential tosuccessful prosecution of a business of that nature, and efficient service in that respect is —punctuality. Therein lies the salvation of those members of the industry, and particularly those who are operating in a small way, who are at the moment embarrassed by the operations of the rate cutter.. Those who cut prices are nearly always dependent upon that one " qualification " for the business they obtain. They let all else go by the .board. Their operations are such as inevitably to lead them to the frequent commission of the one unforgivable sin—unpunctuality—for the narrow margin of immediate profit on which they 'work does not allow them to keep their vehicles' in proper repair. Breakdowns, however small and unimportant in their nature or cause, are a prolific source of unpunctuality. The haulier who maintains his prices at a reasonable level, refusing to cut, and who takes care that the service he renders is of the best, is bound to win, and that very soon. The moral is, keep up your charges and maintain your vehiclesAn good trim.
