Which of the following most accurately describes the problem?

FODEN TRUCKS is capitalising on the Greater London Council's proposed lorry ban for a sales campaign.

It has advised its dealers of features which make its vehicles attractive to operators applying. for permits to exempt them from the night and weekend ban.

General sales and service manager Roger Smith has told dealer principals: "Fodens are already quiet vehicles without the hush kits." In his letter he illustrates his point by listing drive-by noise levels, tested according to EEC directive 84/372 and without any non-standard silencing.

The GLC does not specify a noise limit which may exempt vehicles from its ban, but its application form for permits has a section headed "operational measures adopted to lessen impact on the environmentand any noise reduction measures an

operator takes should be listed here.

• The Freight Transport Association is advising its members to take a reasonable approach when completing exemption permit application forms.

It is recommending that, wherever possible, operators should tick "yes" rather than "no" boxes, but that they should always enter appropriate qualifications.
