Which of the following most accurately describes the problem?

• As compared with the first six months of 1965 the number of thefts of and from commercial goods vehicles in the Metropolitan Police district fell by over 20 per cent (from 2,450 to 1,901) in the six months of 1968. The value of the goods stolen on the other hand has declined only slightly from £348,800 to £334,740.

Statistics issued by the vehicle security committee of the R HA show an even more notable decline in the number of thefts of vehicles from private premises. The total of 591 for the first half of 1968 is over one-third less than the figure of 996 for the same period in 1965, although over the years the value of the goods stolen in this way has increased considerably.
