Which of the following most accurately describes the problem?

CONVERSA.TIONS and meetings which have taken place during the past week indicate considerable progress towards the formation of a federation of road-transport interests, which could not only act in connection with the recommendations of the Salter Conference, but continue as a permanent body to deal with all the, major, problems of policy, general .publicity, etc., concerning the roadtransport industry. • To he really effective, such a federation must have the backing of all sections of the commercial-vehicle industry, whether these be concerned with the manufacture or use of road-transport media.

This is an opportunity., which must not be missed. The report has caused such a stirring of the dovecots as may never happen again.— at least, it is sincerely to be hoped that road transport will not suffer another such upheaval I There are already satisfactory signs that old standing barriers between representative interests have been swept aside for measures of co-operation which would undoubtedly do much to assist in promoting the formationof the federation, whether it be known by that name or any other.

We impress upon every. member of the industry the importance of helping in this movement. Individuals can join their appropriate associations—the haulier, the Road Haulage Association ;:the ancillary user, the Commercial Motor Users ASsociation, and so on. At the same time they, together with existing members., can express their wish that these associations should do all in their power to develop a National Road Federation until it becomes a 'really representative, authoritative and virile body, powerful enough to cope with the Intrigues, both commercial and Governmental, by which road transport is beset.
