Which of the following most accurately describes the problem?

AN offer by a builder to guarantee a bus company from losing on a new bus service for 600 people on an estate he is building has been accepted by Biddulph Urban Council, Staffs. The builder, Mr. Donald Machin, who is, also chairman of the council, has promised to cover the cost of operating a service from Broadmeadows to the town centre of Bicidulph, one and a half miles away.

Mr. Machin said last week that he is to guarantee money to the bus company for a trial period of six months. "If the service does not make £11 Ms. per week I will make up the cost to cover its operation. I shall have to subsidize it to start with because it will be some time before it catches on." He added that the service will probably pay for itself later because of the eventual increase to 2,000 people living at Broadmeadows.

The North Western Road Car Company has told the council that it is prepared to operate the service subject to a guarantee of £11 10s. per week to cover the costs. A member of the council. Mrs. Elizabeth Booth, who is secretary of Biddulph Grammar School, said she had received many complaints about a lack of service, as the nearest existing bus route was a 10-minute walk away from the estate. The bus company is to apply to the Traffic Commissioners for permission to operate the service.
