Which of the following most accurately describes the problem?

nANY additional snow ploughs are albeing made available to county and local highway authorities, under the Government's plans for a bigger snow-clearance offensive this winter on roads which are vital to transport for the war effort. Manufacturers have been and are going all out on the proAuction of ploughs of improved design and ranging in weight up to about

tons.

Inquiries by our Yorkshire correspondent as to snow-clearance preparations in the North-Eastern and Northern Divisions, which are amon.g those parts of the' country particularly subject to snowfalls. also indicate the considerably wider scope of arrangements for vehicles and man-power to work the ploughs.

Co-operation between the Ministry of War Transport's officials concerned with road maintenance and vehicle operation, county and municipal road officials and vehicle owners has been. greatly facilitated by the national and regional snow-clearance committees set • up under Government auspices. Lorries have been earmarked for snowclearance by the Regional Transport CoMmissioners on a plan which provides for vehicle reserves.

Opera, tors have been allocated to particular stretches of road, and the organization provides that lorries and crews shall turn out for ploughing day, or night when a calf is circulated to the owners.

Co-ordination between county and municipal highway authorities is arranged so as to ensure there are no gaps in the snow-clearance organization as between one administrative area and another.

With the greatly augmented number of piolighs and the wider co-operation of operators, it is hoped to cope with the forthcoming winter's snows, so far as the maintenance dl the flow of essential trangport is concerned.

To supplement civilian man-power, arrangements have been made for help by the military in the provision of men.
