Which of the following most accurately describes the problem?

THE Rid Haulage Association has issued the interim report of the Rates and Charges Committee, containing proposals for a national rates structure and classification. This is the work of a joint committee set up by a conference of members of the Central Road Panel and representatives of the Regional Road Panels of the Road and Rail Central Conference and Regional Committees.

It gives schedules of rates for the haulage of goods, traffic by road for weights from 2 tons upwards as regards ordinary traffics, and from 28 lb. upwards as regards "smalls" for lead mileages of upwards of 20 miles in all cases. The outstanding feature of this work is that the rates are positively based on cost plus profit, thus accepting a principle which has long and frequently been recommended in the columns of this journal. The publication gives average vehicle costings, including overheads, and shows how these can logically be applied to rates assessment.. The method of that assessment is given in complete detail, leading eventually to an example of presentation of a rates schedule.

Recommendations f o r " smalls " traffics are included, and these have been presented by the Express Carriers' Functional Group. The method of assessment of these rates is given in ample detail.

It is important to note that the rates structure is based on standard conditions of carriage which, it is stated in the report, are "already agreed." The report does not proceed very far with the problem of classification, but does adequately indicate its intentions in that respect. It should be carefully and closely studied by every haulage contractor in the country. It will be reviewed at length by S,T.R. in next week's issue in his weekly contribution entitled "Solving the Problems of the Carrier."
